The demographics of Cobourg are such that the average age is older than in most towns. In Stats Canada's 2021 census, the percentage over 65 is 34.0% compared to Ontario at 18.5%. While many of these seniors live in regular housing, there are quite a number who live in Retirement homes. These range from simply community living to almost Hospitals.
Here is a list in approx. order of care provided – increasing care but lower cost and not as attractive to stay at. Starting with “higher end” facilities.

- Palisade Gardens at 240 Chapel Street. Independent Living and Full Service Assisted Living – on premise 24/7 Nursing station. Features: card room, meeting rooms, library, dining facility, theatre/chapel, courtyard. Rooms for exercise, laundry, lockers, scooter and bicycle storage, underground garage, beauty and barber shop services are close at hand. Take a break and play a game of billiards. Both locations at this site.
Rosewood at 255 Densmore Road
- Independent Living and Full Service Assisted Living – similar to Palisade Gardens but different management.
Lower cost – some government assistance available
Legion Village
111 Hibernia Street. Supportive Housing - a range of unfurnished apartments available with a range of qualities. Long waiting list. Associated with and adjacent to Cobourg Legion but not run by them. 24-hour on-site personal care and support services to assist frail seniors and adults with physical and multiple disabilities. Services include: supervision with medications personal care emergency response system laundry and housekeeping meals. On-site activity program, beauty salon, tuck shop, tenant gardens, common areas, social club, recreation hall, all meals and snacks, weekly laundry and daily housekeeping. Over 150 suites - mostly one bedroom. Some Government assistance. Currently at the planning stage of major expansion.

100 University East. Assisted Living, Independent Living – Dining, housekeeping, 24/7 on-site staff. 57 Suites
Streamway Villa
19 James Street West, Nursing Home 59 beds (private, semi-private and basic) Government assistance available. Managed by Omni Health Care. Can care for dementia patients.
The Landmark and Extendicare

Assisted Living and Nursing Home, Long Term Care – side by side facilities cater to changing needs or partners with different needs. Start with basic, minimal-care package for independent and self-sufficient residents or change to long term care needs with time. 38 suites.
Golden Plough Lodge – Long Term Care Home Operated directly by the County. A new building to modern standards is currently under construction. It will have 180 beds. More on new residence here. Government assistance with cost is available but size of room etc is reduced.
Subsidised Housing
Cobourg also has housing which is subsidised – rent geared to income – and many seniors have limited income so need this kind of housing. Although some would call it Retirement Housing, it's not what's intended in the above list. This kind of housing is not included here. It's operated by the County, Go here.
